Also visit www.tracepeople.co.uk/forum/index.php to post ads for missing people. The idea is that it will get into the search engines and when they search for themselves (like we've all done at some point by typing our names and home towns into google etc) they might get back intouch.

As for reviews it doesn't look to good in my opinion way to many colors, and I am assuming just from looking at it you used inline styles, ie <font style=> well this is incorrect place that in a css file instead and format the page with css, remove the dropshadow from your top logo, and concentrate on two colors or three at the most for your website.
It actually isn't as hard as it seems, just need to look up some css tutorials if you need help I can point you in the right direction. http://www.pixel2life.com is a very good resource for everything webdesign related.
There is a lot of data on the page - perhaps summarize a bit and link to a seperate page if someone wants to continue reading. Ad some stock photos that incorporates your overall theme. Right now the site feels kind of flat
Much has already been said. This line "www.tracepeople.co.uk - UK People Tracer Service..." and the footer, though they may be visible to the engines and robots, they are not very friendly to the human user. Black is very hard to read on a blue background
