Buying deleted domain names

There's a growing number of people who are looking to buy domain names that someone else has built up, SEO'd and submitted to the SEs but not renewed them and instead just left the website.

The people that buy these domains are essentually getting lots of ready made links for nothing, is that fair?

i don't think so, who create the site and working hard to make seo and other links, why they leave the domain, may be expire some domain with other reason.

And other get the profit with this domain..

it's good may be some time

shouldn't there be a waiting period of 30 days or something between the expiry date toand a letter sent to the owner's address to remnd them as much as possible to re-register. that would stop people steaking domains.
