I like grey shaded CSS layouts for rich content sites. Colorful sites for less content sites.

I don't like sites with a lot of differnt colors. I think that combination of 3 or 4 different colors is good choice for every web site.

If we talking about sites for children, then it's nothing special to use full spectrum of colours. But on sites with priority balanced to content, then simplicity is better. imho.
